[PBN] Biofuels: domestic use or exports?

An interesting discussion document on the appropriate biofuel policy to

Even though it is not immediately discussing Pacific island biofuel
issues, it does touch on the current dilemma for many Pacific island
countries to either support export of biofuel (feedstocks) or to support
local production and consumption of biofuels as part of their energy
independency strategy.
